There's a reason why even 5 man startups are able to create better account data systems than Riot. How exactly does the size of the company help here? If anything it's a hindrence. With the size of their company, they can literally code in anything they can think of (or anything that reddit asks) in the client. My point is that Riot won't release or endorse the makings of any sort of custom game or lobby because they are afraid they will lose their core business structure of retaining and draining the bank accounts of the players who will consistently play their game. Those people would eventually build their own actual game out of with their own engine and such, become a small indie company and take over the e-sports scene, which would in turn be bad for Riot. In all fairness though, if Riot ever did release a map editor to the scale that blizzard has released for it's RTS games, eventually a new game would spawn that more people would find interesting. Turret Defense, Desert Strike, Spec Ops and various other custom games rose out of those games simply because of the ability to completely customize the map the way the map-maker wanted it to be. While this is true, Warcraft 3 (and Starcraft tbf) had Map Editors and lots of available options to essentially code your own map the way you wanted it to be.
